Photo at link appears to show a row of Thuja. Hopefully the bylaw specifies botanically what kind of cedar it is talking about. Ironically, a couple Picea x albertiana 'Conica' - including one that is going brown, as they often do because of sucking pest infestations - are visible in the background. With dried out spruces also being something that could go up like a torch. Speaking of which, why the focus on Thuja (if that is in fact the cedar being prohibited) instead of drier climate conifers like various much planted Pinus or Juniperus? That burn explosively when ignited?
