Larix decidua (European Larch); the shoot colour and cone shape fits perfectly for this.
The proliferous cone (highlighted) is a common example of teratology; larch does this more frequently than any other conifers (I've got a bagful of similar examples), except for perhaps Cunninghamia and Cryptomeria. The apical shoot won't survive - once the scales mature and dry out to open, the apical shoot dies.
