Fish emulsion is a fertiliser made from dried, ground-up fish. Ethically very unacceptable given the degree of overfishing globally, unless it is made from inedible fish waste (heads, bones, etc.), which some fish emulsion is.
Yes, you can use dirty water from fish tanks to water plants, provided it hasn't been treated with any medication for diseased fish. It will contain a little bit of nutrient useful to plants from the fish excreta, but not a lot.
