This plant has been in my house for 7 years and I can't identify it, also is it supposed to be bare like that? everytime It sets new leaves ,they drop off , (and seem to pinch in )as evidence from the scars on the stems, help would be much appriciated, It gets water once a week Thanks-QR
Your plant looks like Adenium obesum, commonly called the Desert Rose..It is a succulent and needs a very bright window and even some sun to thrive. If your leaves keep falling off you may be over watering it. It also likes a cactus type soil which is fast draining. If your plant is in a peaty mix it may be holding too much water.

Adenium obesum.. They love sun.. not good as indoor plant.. They need full sun for flowering. Sometime we prune the stem to get more new branches..
