This tree has overwhelmed the front yard and I'm wondering if it can be pruned back severely. If so do I cut it on the main branch just behind the where it was pruned before or should it be cut on the new growth ahead of the previous pruning?

Coral trees should be pruned to avoid vertical branching. You want to reduce the number of limbs to a very few major ones that are more horiaonal before going vertical. Remove all branches less than an 1 1/2 inches in diameter.
