another lucky bamboo question

I've had a couple of lucky bamboos (dracaenas) for about two years. They are in a clear vase with some decorative stones. I never change the water because previous ones died after doing that, even though I left it out for 24 hours to remove the chlorine. Instead, I just add water about once a week to replace what has evaporated.

About a year ago the leaves turned yellow and not know what to do I cut them off. The roots came off about that same time. The stems are still green and have stayed this way for several months.

I'm not one to give up on my plants, so am wondering if there's anything I can do that will encourage them to develop new roots and leaves.
